There is finaly an official posting about skill rank which I think is a mandatory thing to stop griefers from ruining the experience of lesser skilled gamers. I actually love the way 343 is handling the issue too, here is a copy of the press release...

We are pleased to announce, just days away from the worldwide Halo 4 launch and the first MLG Halo 4 tournament in Dallas, the Competitive Skill Rank system in Halo 4. The CSR will appear post-launch in an update to Halo Waypoint and associated Smartglass applications.

When will it launch?
The short version is CSR will launch early next year when it’s ready. We have an extensive post-launch plan for Halo 4, including DLC, playlist updates, and title updates. As soon as we have a confirmed launch date for the Waypoint update that includes CSR, we’ll make an announcement. Set your expectations for release timing appropriately since this will require delicate tuning, testing and implementation for Waypoint Web, Waypoint Console and Smartglass integration and is a feature designed specifically for the competitive community.

What is it?
At Halo 4’s launch, the competitive skill system will measure your performance against other players in Halo 4 War Games and use this information to match you up against opponents of comparable skill ranks. When the CSR system is fully implemented post-launch, Waypoint will assign each player a visible and detailed Skill Rank, viewable in the player profile section of Halo Waypoint.

How will it rank me?
All players will be ranked on a per-hopper basis, so, for example, you will have a unique CSR for your Slayer Pro games vs. your CTF games. CSR is currently planned to use a familiar and easy to understand 1-50 scale (subject to change or alteration). Your CSR will go up and down based on match outcomes.

Which playlists will support CSR?
All competitive playlists will support and track CSR. As the playlists will continuously change post-launch, the exact list of playlists that will support CSR will be determined when the system is ready to drop.

Will a CSR be ‘assigned to me’ once the system launches? Or do I need to start fresh?
Matchmaking and hoppers will be tracking and analyzing data from Day 1, and when the final settings for CSR are in place, we’ll make the call on whether to use existing data as a baseline for your CSR, or to start everyone fresh in new playlists.

Why the delay?
We know how important skill rank is, and we take skill integrity very seriously – we want to make sure we’ve taken the time to test, tune, and balance the CSR system in a live environment, and identify problems and potential exploits before launching the system publically.

Taking the time to test and tune the system ensures we can deliver a very accurate and meaningful skill rank, and gives our competitive playlists time to mature to for optimize a wide range of playlist and game settings.

I think this system is very necessary and will be effective. I can't wait for it to be implemented so I can see how I rank to my buddies :D

Wait, I wonder how it will treat a party online if they have widely varying skillsets? :/

Good question, In older Halo titles they used a weighted factor where the teams best player was given more weight and any really low level player didn't bring down the total ranking much. They did that to avoid having really good players bring on noobs just to be facing lesser calibre players.

I love that in Halo there really is a HUGE difference between a pro and someone who's just an average gamer. The game offers enough subtle control and tactics to make it more than just an *aw, you shot me first so I'm going to die now* type game.
 
As long as the multiplayer plays fairly and there are no unnecessary quirks in this system, I'm totally game for this news. I could do with seeing how many people are actually better than me in more than just rank.
 
Hopefully they bring back 1-50.. i mean i like the ranks now but 1-50 was my favorite
 
In a way, for people like me, this is good. It says it will match you up with people of similar skill. And when you take into account how scrubby I am...well....need I really say more?
 
I keep finding one or two elite level players even in the scrub matches, they seem to enjoy creating new characters just to play with the lowbies or they know how to manipulate the game. How do they do that anyway?
 
Overall this is good news but I still fear the equation they will use to allow players to rank up. In my opinion halo 3 had multiple flaws when it came to the ranking system, you would rank up quite easily at first and then it would take numerous games to rank up the same amount - even if you were matched up with higher skilled players.

I don't know what MLG is going to look like but having over-powered weapons (like the ones in the current online playlists) really affects the game and decrease the overall skill required to win. Unfortunately many are complaining in the community about how slow development has been for the ranked playlist but I rather them taking their time and developing something worthy over them rushing it and creating a disaster. Hopefully the immense pressure they are feeling from the community will not force them into releasing a 'rushed' and poorly built rank playlist.

From the looks of it though I have great faith in 343 studios, they are keeping up with the high Halo standards.

They don't have a choice, bungee set the bar extremely high and the competition is fierce, especially at this time of year. For 343 studios to survive they will not only need to plan their next release carefully but they will need to promote it and time it perfectly. Do you think they're up to that challenge? This was a good first step, imo, but it's a war out there.
